The Chester County Accounting and Budget Department was created by the Chester County Commission in 2009. The department handles all accounts payable, accounts receivable, payroll, bookkeeping, insurance and debt service requirements.

The Accounting and Budget Department operates under policies of the County Budget
Committee which consist of the county mayor and 6 county commissioners selected
annually by the county mayor.

The department must meet all requirements of the Comptroller of the State of Tennessee. These requirements are confirmed annually by the state's annual audit. The Accounting Office reports to the Budget Committee as needed and the full County Commission every other month.

The department also assists the County Mayor and Budget Committee with preparation of the necessary annual budgets for all operating funds except the school and highway system.

Property Assessor's Responsibilities
The Chester County Assessor of Property is a Tennessee constitutionally elected official who serves at the pleasure of the Chester County citizens for a four-year term of office. It is the Assessor's responsibility to discover, list, classify, and value all property within the jurisdiction of Chester County for tax purposes. Property is divided into two classes, real and personal. Real property includes land and all buildings, structures, and improvements to the land. Personal property is machinery and equipment, fixtures, furniture, and other items that are movable in nature used by a business. The Assessor is required to maintain an up-to-date set of maps that display all of the parcels in the county, detailing their locations and physical characteristics. This office is responsible for the maintenance of 10,000 parcels of property each fiscal year.

Our Court Clerk and the Deputy Clerks must take an oath of office specific to the office of court clerk as well as the constitutional oath. Our office handles both general sessions and circuit court with both civil and criminal jurisdiction in each court.

Clerk and the Deputies serve an important role in the operation of the Tennessee court system. The duties of the clerk and/or deputies of our office are to attend each court session with all the papers for the case on the docket, administering oaths to parties and witnesses who testify, keeping electronic records of criminal court preliminary hearings, maintaining records of all court judgments or degrees in order of rendition of all receipts and disbursements in a case. Our office handles civil proceedings in both court including issuing civil warrants, detainer warrants, executions by garnishment, bank levy, on person, vehicles or property. In addition we handle criminal proceedings by issuing warrant or summons. Arrest warrants are to be issued upon the request of the District Attorney's office or an officer of the Henderson Police Department or the Chester County Sheriff's Department. Subpoenas are issued by our office for court proceedings at the digression of the District Attorney's Office. All traffic tickets issued by the Tennessee Highway Patrol's and the Chester County Sheriff's Department are entered through our court, with court hearings and payment of these citations. Traffic tickets, other than minor traffic issues, issued by the Henderson Police Department are also handled by our office. We schedule court dates and maintain calendars for court hearings. A Capias or Bench Warrant is issued by our office when someone fails to appear in court proceedings. Bookkeeping for both courts are maintained daily, monthly, and yearly with reports and payment mailed to appropriate recipients.

Marty Phillips has significant experience in general civil litigation and appellate practice.

He was admitted to practice by the Supreme Court of Tennessee in 1991. He is also admitted to practice in the United States District Court of Tennessee (Western District, Middle District, and Eastern District), the Sixth United States Court of Appeals, and the United States Supreme Court.

Mr. Phillips is a Fellow of the Tennessee Bar Association and a Fellow of the Tennessee Bar Foundation, a member of the Jackson-Madison County Bar Association, the Defense Research Institute, and the International Association of Defense Counsel. He is Past President of the Jackson-Madison County Bar Association and Past Chairman of the Medico-Legal Committee of the Tennessee Bar Association. He serves as a member of the Advisory Board of West Tennessee Business College and President of the Birth Choice, Inc. Board of Directors.

Mr. Phillips enjoys an AV Preeminent Peer Review Rating by Martindale-Hubbell.  He has been selected by his peers for inclusion in The Best Lawyers in America®.  He has also been recognized in Law & Politics magazine’s list of “Super Lawyers” in Tennessee.  He has authored articles that deal with civil litigation.  Mr. Phillips is a frequent speaker at seminars pertaining to civil trial practice, pretrial practice, and appellate practice.

He has been associated with Rainey, Kizer, Reviere & Bell since receiving his Doctor of Jurisprudence in 1991 from the University of Tennessee College of Law.

The Chester County Trustee collects property taxes for  Chester County. The Chester County Trustee is elected at large for a four year term. The current Trustee is Lance Beshires. The trustee acts as the general banker for the county, serving three primary functions.

First, the trustee sends out statements for property taxes, one of the county's most important revenue sources, and then collects these taxes and issues receipts. Second, the trustee receives and disburses county funds, keeping accurate records for each transaction. A third important function of the county trustee is managing the cash flow of the county and, in some cases, investing idle cash funds. The Trustee also administers the tax relief program offered by the State of Tennessee for elderly residents and disabled veterans.

The mission of the Tennessee Technology Centers across the State of Tennessee is to train and retrain employees for the workforce while providing an affordable education that allows students to contribute to the economies of their local communities. The Henderson-Chester County Tennessee Technology Center (TTC) provides programs and assistance for the adult learner seeking to improve their employment and academic skills.  The Center serves as home to Chester County Adult Education and the Electronics Technology program of TTC Jackson. A Health Information Technology program will begin September1, 2011.


Chester County Adult Education
Adult Education LogoChester County Adult Education serves the adult learner in obtaining the General Education Development (GED) credential, improving workforce skills, providing classes in computer literacy, and offering preparation for both the ACT and Compass(Nursing program entrance) exams. The program is funded through a grant from the State of Tennessee. Resume planning and job skills preparation are also vital parts of the curriculum.  

Statistics confirm a person with a GED credential will earn an average of $10,500 more in wages per year than a high school dropout. Graduates of the Chester County Adult Education program are enrolling in postsecondary education courses and majoring in fields which include: Nursing, Cosmetology, Emergency Medical Technician, and Engineering.  Others have obtained gainful employment in efforts to provide a better life for themselves and their families.

Electronics Technology
The Electronics Technology course furnishes the basic theories, principles, practices, experiments, and real work experiences, needed to solve everyday problems encountered in the trades of construction, installation, maintenance, troubleshooting, repair, and operation of electrical equipment. The one year program offers hands-on testing of active and passive electronic components, along with troubleshooting for digital and linear integrated circuits. Curriculum has also been added in Green Technology, the transfer of solar and wind energy, into direct current. Graduates have obtained gainful employment ranging from the operation of a personal small business to working for large organizations.  

Health Information Technology
This program will provide training in medical law and ethics, medical terminology and anatomy, medical coding and billing, electronic health records and health information management as well as employability skills. The student will work on real-life simulations. The training is as realistic as possible through the use of simulation software and medical cases. This course is geared toward the mandated use of electronic health records by the year 2015 and will equip the student with the skills necessary for the rapidly changing medical field.

Fifteen to twenty people are employed year round and 5 - 10 additional employees are Classified as seasonal and work throughout the blacktopping and mowing seasons.

These employees are responsible for the maintenance and construction of over 500 miles of roads and 76 bridges in Chester County.  The primary source of Highway Department revenue comes from state gasoline tax disbursement.  The County receives .02 cents of the county property tax rate per fiscal year.

Mission: The mission of the Solid Waste Department is to provide leadership and support in overseeing the contracted daily operations of environmentally sound solid waste and recycling facilities; to provide waste reduction programs in accordance with local, state and federal regulations; and to promote stewardship of our communities through litter prevention, beautification, recycling and environmental education.

Services offered:

  1. There are five Convenience Centers located through out the county for residential recycling and solid waste.

  3. Shredding paper for Public and Business.
  4. Business cardboard recycling service.
  5. City transfer station

Description: The Recycling Program provides alternatives to residents and businesses to properly dispose of solid waste and keep it out of the landfill whenever possible to help keep Chester County clean and litter free.

Recycling Sites: There is one recycling container at each convenience center for card board, # 1 and # 2 plastic, aluminum cans, e-waste, paper, metal, and clothes. Chester County Recycling and Solid Waste also accepts oil, batteries and paint at each location.
